01 · Why the sector is forming now
Europe is ageing rapidly. Eurostat’s baseline projections indicate that the share of people aged 65 or over in the EU may rise from 22.3% in 2026 to 27.1% by 2040. Demand is therefore growing not only for medical care, but for purpose-designed places to live, recover and preserve independence.
Moldova faces the same direction with an additional pressure: the migration of working-age family members. UNFPA expects that by 2040 roughly every third person in the country may be over 60. This creates a widening gap between ageing at home and traditional institutional care.
